However, it is often understood the reason these problems exist [insurgency, gangs and failing cities and states] because of ineffective governance and lack of government legitimacy. The true strength of the insurgent, or counterinsurgent, resides within the population...the people.
Whoever has greater influence over the minds, bodies and souls of the people is going to dominate the fight. Right now our police is strong, but some cities are cutting back on their police forces. Additionally, police forces and security elements tasked to protect this country have too much political red-tape in order to do their job...that's almost a whole other issue. If our policing of families and towns fail...so do the counties, districts and eventually the state.
