Lebanese Hezbollah did the same thing in Lebanon for over 30 years, starting back in the 80s. Today, Lebanese Hezbollah is now part of the Lebanese government.
The cartels are likely using this to their benefit as well. By giving to society, they try to erase their crimes...to be seen as a good guy who cares for people. What cartels are really doing however is enslaving the people by owing their alleigance to local criminals who seem to provide better care for them than a functioning legitimate government.
