Both Calderon and Obama claim the Mexican government is winning the drug war, but pictures like this one make this hard to believe.
While there may be some truth to their claims, security is really more about perception, than facts or statistical data.
Also, one's sense of security is based on what one can immediately observe. In other words, Calderon and Obama live in highly secure areas away from the common folk. Their sense of security and reality is not going to be the same as their constituents...they are therefore out of touch with reality on the ground.
Perceptions shape how people will respond to stimuli. This picture of Mexican government forces being beaten does little to gain confidence of the public.
